Why was inmate #9 arrested

Well not trying to be funny people but inmate #8's eyes must of made him go a stray and he was arrested for trespassing.

Now this guy here was he arrested for stealing some cat food from the local grocery store or possession of parphernalia (glass tube and some brillo) another words make shift crack pipe???? again dont let look fool you.
